Commissioning Manager
Role Overview
The Commissioning Manager serves as the final technical gatekeeper for hyperscale data center projects in Singapore. You lead the verification process that proves the facility can handle extreme loads and survive system failures. You bridge the gap between construction completion and live operations, ensuring every megawatt of power and ton of cooling meets the client’s design intent. In Singapore’s high-density market, you ensure the site is “Zero-Defect” before servers are energised.
Responsibilities
- Direct all testing phases from Level 1 (Factory Acceptance) through to Level 5 (Integrated Systems Test).
- Author and approve detailed technical procedures to simulate power outages and cooling failures.
- Lead the Integrated Systems Test (IST) to prove that backup generators and UPS systems take over seamlessly during a utility failure.
- Supervise third-party commissioning agents and MEP contractors to ensure rigorous testing standards.
- Identify system anomalies and track all “punch-list” items until they are fully resolved by the construction team.
- Coordinate with Singapore authorities to ensure all life safety and fire protection systems (FSSD) are certified.
- Review and compile the final commissioning report and “as-built” documentation for the operations team.
- Enforce strict safety protocols during energized testing to protect all personnel and equipment on-site.
Qualification and skills
- Extensive background in leading commissioning for mission-critical facilities, such as data centers or semiconductor plants.
- Deep knowledge of electrical power chains (N+1/2N) and mechanical cooling loops (Chilled Water/CRAH).
- Bachelor’s degree in Electrical or Mechanical Engineering. Certification as a Commissioning Professional (e.g., BCA CCP or CxA) is highly preferred.
- Exceptional ability to identify minor technical deviations that could cause major operational outages.
- Strong ability to manage high-pressure testing environments and present results clearly to global stakeholders.
- Mastery of commissioning management platforms (e.g., CxAlloy) and BIM/Revit for technical verification.
- Thorough understanding of local standards like SS 507 and Green Mark requirements for high-performance buildings.
